Library Card Applications & Policies
Library Card Forms
Full access to physical and online materials: Complete the Library Card Application. Bring it to the library along with proof of residency. (See eligibility requirements.) Or take pictures of these documents and email them to circulation@howardcountytx.com. We will have your physical card ready for pickup at the circulation desk. Please bring a photo ID to verify for pickup. Please note that a Parent/Guardian must have a library account to connect a Young Adult or Child account.
Online materials only: If you only want access to eBooks, downloadable audiobooks and the TexShare databases, complete this eCard form. You can convert this to a full access account at a later date if you wish.

Young Adult:
- Anyone age 13-17
- Parent/guardian needs to complete and sign the library application form and show proof of eligibility.
- Allows you to check out any physical or digital library materials.
- Use of TexShare databases
- Parent/guardian is responsible for any late fees and lost or damaged materials checked out with this card.
- Parent/guardian permission required to use the library computers, printers and internet
Juvenile:
- Anyone 12 and younger
- Parent/guardian needs to complete and sign the library application form and show proof of eligibility
- Allows you to check out any physical or digital library materials
- Use of TexShare databases
- Parent/guardian is responsible for any late fees and lost or damaged materials checked out with this card.
- Parent/guardian must be present to use the computers and internet.
eCard:
- Anyone meeting eligibility requirements may apply for a digital account.
- Borrow eBooks and downloadable audiobooks
- Access the TexShare databases
- Use the library computers and printers (only if adult or with parent/guardian permission)
- This type of account can be converted to one of our full access accounts listed above.
Temporary:
- Adults temporarily working or living in Howard County
- You must be over 18 years old
- Provide a picture ID and a copy of a rental agreement
- Limited to checking out 2 items at one time
- Use of computers, printers, and online materials
Nonresident:
- Must meet the nonresident eligibility requirements
- Any person age 18 and up.
- Allows you to check out any physical or digital library materials
- Use of computers and printers
Institutional: Please contact the library for information.
Eligibility
Resident Howard County: Must show photo ID and proof of residency by providing an official document with your name and a Howard County address. Examples of documents include a Texas Driver’s License, a state ID card, a utility bill, a county or city tax bill, or a rental agreement.
Nonresident Howard County: Must show photo ID. Anyone attending a public school or college in the county, employed by a business in the county or own property in the county. Also anyone residing in the surrounding counties of Borden, Dawson, Glasscock, Martin, Midland, Mitchel, Scurry, and Sterling.
Card Holder Agreement
- Accept responsibility for items checked out
- Return all borrowed materials
- Pay all fees or charges owed
- Report lost/stolen card
- Report change of address, phone number, and/or email
- Follow all library policies
Renewing & Replacing Library Cards
Library cards must be renewed yearly either in person or by phone. A $3.00 replacement fee is charged for a lost/stolen card.
